is CSG illegal in Germany?

my friend told me that CSG is illegal in Germany for some reason, something about scanning another computer being illegal even if you agreed. is this true or is he a dumb @$$?

I can't see why CSGUARD (and now HLGUARD) would be illegal in Germany. Although mind you Germany did ban DOOM2 for the longest time lol. :D
